My name is Senator Spangenberg, I am a Democratic Senator for California. I lived in China for a few years, which made me see first hand the harmful effects of pollution. I returned to the United States to attend Berkley and received my Master of Science in Information. I worked for a non-profitable organization which researches pollutants and their effect on the environment. This is why I have joined in the fight against global warming and issues that fall under that topic such as pollution, renewable energy, and reusable resources. I was recently elected Senator, and as of now I am working on a Bill allowing Private and Catholic schools to be able to qualify for grants for having green programs woven into the curriculum and campus. Join me in saving our child the Earth and ourselves by voting YES to Grants for Green Schools (GFGS).

GFGS will ensure that all schools, that are eligible, will receive grants that encourage green buildings, technology, and energy; the federal government and EPA will ensure that these grants cover all costs of institute’s insulation of these products and only if the schools uphold to the regulations will there be more grants given.

SECTION 3: PURPOSE
Climate change is obviously a growing issue that affects everyone. 6.6 tons (15,000 pounds) of carbon is released per person every year. As of now, the United States are the second most contributors to greenhouse gases. 32% of these emissions come from transportation, 68% comes from industries, and the rest is produced from commercial and residential areas. To continue the fight against Global Warming, we need as many supporters as possible. GFGS will ensure that all schools will be given an opportunity to provide themselves with a healthy environment and environmentally friendly learning opportunities. Each school will receive equal grants according to the regulation of greenness the school has achieved.

SECTION 4: ELIGIBILITY
A school will receive grants funded from the Federal Government (Department of Education and the EPA) if the school upholds to these regulations with the fund given within 4 years:
1. Lower, middle, or high school (public, private, or religious)
2. School provides transportation to avoid car exhaust
3. All forms of recycling on the campus (plastic, glass, paper, aluminum, and cardboard)
4. All energy comes from renewable resources (Solar or Wind Power)
5. Lower their carbon emission by at least 20% every 2 years
6. Install new insulation (walls, and windows)
7. Some form of a green house
8. Cafeteria ONLY buys from local farmers or foods grown organically
9. Cafeteria’s will also only provide reusable trays and silver wear
10. All classrooms and bathrooms will be cleaned with eco-friendly materials

SECTION 5: TERMS AND BENEFITS
This program will benefit the environment, and the children who are being taught in these schools. Green schools will provide learning opportunities and a healthier atmosphere. Due to the expenses that green technology costs to install GFGS will insure aid to help any school eligible. Since this grant is so large, the school must pledge to follow all the guidelines. And if one fails, they will be withdrawn from the program.

  1. Any lower, middle, high, public, private, or religious school can qualify to receive the grants of $10 million or more.
  2. All forms of greenery on campus must be pursued (such as transportation, recycling, insulation, energy, and buildings)
  3. Most importantly if the school fails to reduce their carbon footprint by at LEAST 20% every 2 years then that school will not receive the grant.

FINANCIAL IMPACT
Due to the mass amount of construction a school must undergo to abide by these regulations, the cost of this grant will need to be at least $2 billion.

Once installed, the school will use the sun and wind to power majority of the buildings on campus. New insulation will help keep rooms cooler during summer and vise versa in winter.

Recycling Programs

Bins will be set up in every class room to make sure that as least waste as possible is produced by the school

Each recycling company differs on their prices and the products that they collect. It will be up to the school to find one that will work in their area.
Transportation, Green House, cleaning supplies, and organic cafeteria
Arranging a bus system or a carpool system will help reduce the carbon emissions. The green house can help grow some food for the cafeteria and also be a good learning experience for little kids at the school. Cleaning supplies in classrooms and bathrooms are needed to keep the air healthy. And lastly the cafeterias must have reusable trays, and silverwear.

Bus systems will also have to adjust to the area but most companys tend to charge between $200,000-500,000 per year for the whole school. The green house will first need to be purchased then installed. *Plants and fruit are not included in the price given.* Lastly eating organically is expensive, because the local farmers need to make money off of their products.
